Republican presidential nominee Donald Trump has shown an evolving stance on immigration in recent days.

Originally, Trump took a hard stance on immigration and deportation, which has led many to believe he is softening his position on the issue. However, U.S. Hispanic Chamber of Commerce CEO Javier Palomarez said “it’s too little, too late,” during an interview on the FOX Business Network.

“Donald Trump began his political career by denouncing immigrants, denouncing the Hispanic community, illegal immigrants, immigrants, the Hispanic community period. He has denounced them for the last year… This is an act of a desperate, desperate candidate that knows he is going to lose in the African-American and Hispanic community.”

The U.S. Hispanic Chamber of Commerce CEO added: “Ultimately the losers here are the Republican Party, the American people. They had amazing choices in Jeb Bush and John Kasich. They elected a buffoon instead.”

Trump visited Tampa, Fla., on Wednesday, delivering a speech at a rally in the city which included comments about economic opportunities for African-American and Hispanic communities. But, Palomarez said he believes the GOP candidate should have visited elsewhere.

“That economy, by the way, the Tampa job growth rate is the leading job growth in the state of Florida and it has been the last three years,” he said. “And by the way, Tampa is 52% minority. Donald Trump doesn’t have any idea what he’s talking about. He goes of all cities in Florida to go to, he goes to the one leading in job growth.”
