The Federal Reserve is voting Tuesday on a proposal that would force systemically important banks to hold more capital than required under an international standard called Basel III. The Fed said the rules, likely to apply to eight banks, also would include a short-term wholesale funding factor that isn't in the international rules. The proposed framework would be phased in beginning on January 1, 2016 through year-end 2018.
