Clarification: Uber-Self-Driving Cars-Arizona story

In a story Dec. 22, The Associated Press reported that the state of California banned self-driving Uber cars over safety concerns. While local officials expressed concerns over safety, the state DMV revoked their registration because the company did not obtain a special permit that the state said was required.
