At the same time, the plan will propose jettisoning the highly controversial coverage requirement in the current law.

The proposals are part of an outline that Sen. Orrin Hatch, Sen. Richard Burr and Rep. Fred Upton are expected to unveil on Thursday.

It is also one in an expected series of competing recommendations to come as Republicans wait to see if the Supreme Court strikes down a key portion of the health care law in a ruling anticipated this summer.

Officials familiar with the emerging proposal spoke on condition of anonymity because they were not authorized to speak on the record before a formal announcement.
