Cuba Approves Foreign-investment Law: Report

Cuba's government leaders reportedly voted Saturday for new laws meant to make it easier for foreigners to invest in the communist country. The new rules appear to offer lower taxes and other benefits to companies that are partially owned by foreigners, but not to those that are 100% foreign-owned. The development was reported by Reuters, which cited Cuba state television. The vote is the latest hint that Cuba might be making the tiniest steps toward freer enterprise under President Raul Castro.
