Capital One Financial Corp. (COF) is expanding its board of directors with a former regulator and a former commercial banker.The McLean, Va., credit card lender and commercial bank said Catherine West, former chief operating officer of the Consumer Financial Protection Bureau, and Benjamin Jenkins III, former head of Wachovia Corp.'s general banking business, joined Capital One's board, increasing the number of directors to 12 from 10.The appointments, which became effective Tuesday, come as Capital One continues to expand its banking operations, and after the bank was hit with a big fine last year from the CFPB. It is unclear which board committees the two will join.Investors have been worried about Capital One's ability to grow, and its stock fell almost 10% so far this year.
