NEW YORK -- The U.S. Department of Transportation has fined Continental Airlines and ExpressJet Holdings $100,000 for their roles in leaving 47 passengers on Continental Express flight 2816 for more than six hours on a tarmac at Rochester International Airport. In addition, DOT assessed a civil penalty of $75,000 against Mesaba Airlines, which provided ground handling for the Aug. 8 flight. This is the first time airlines have been fined for violations of the DOT's Aviation Enforcement Office. "I hope that this sends a signal to the rest of the airline industry that we expect airlines to respect the rights of air travelers," said U.S. Transportation Secretary Ray LaHood. The airlines also provided full refunds to the passengers.
