WASHINGTON – Spending at stores, online-shopping websites and restaurants rose 0.8% in November from the prior month, the Commerce Department said Thursday. Economists polled by The Wall Street Journal had expected a 0.3% increase in November. Retail sales increased 5.8% from November 2016.
